With a population of 1,204 (2020), Alpine County is the least populous county in California. It begins five miles southeast of Lake Tahoe and borders the State of Nevada on its northeast edge. Most of its terrain is mountainous.

Sending areas are lands zoned AP Agricultural Preserve, a zone designed to ensure the continued production of agricultural commodities by encouraging preservation of productive farmland and the open space. habitat, and scenic benefits provided by farmland. Onsite development is limited to one dwelling unit per 100 acres. Sending area owners can transfer one dwelling unit for every 100 acres of land precluded from development. The document protecting a sending site must describe the transfer and state the number of development rights remaining on the parcel.

Development rights can be transferred out of the AP district to receiving sites in other zoning districts pursuant to a request for a change in zoning designation. The receiving site development must comply with the requirements of the new zoning designation and its applicable general plan designation.
